Implementation guidelines for Manifest
A certificate is required to connect the systems using any communication channel. The guide below describes how to obtain the necessary certificates:
You can access Manifest via a web-based portal solution or online or the file-based transfer solution via FTP.
Via the web-based solution, you can access both the production environment and the test environment.
Access via FTP connection is used for system-to-system communication. All software that supports FTPS with X.509 certificates (issued by MitID Erhverv) can be used to connect to Manifest.

To access the Test Environment you must apply for a digital signature for the TFE environment,
If your business is Danish, you must send an email to servicedesk@toldst.dk. The email must contain a valid CVR number as well as the name and email of a contact. The CVR number must be registered in the EORI database. If you are registered for import or export, you are already registered.
If you are a foreign economic operator, please submit this form. Remember to choose "Test system".
When you have installed the digital signature, you are ready to access the web portal.
The functionalities of the Manifest system in the TFE environment make it possible to:
- Create and amend arrival and departure declarations
- Create arrival and departure notifications
- Receive reports from external port authorities via Safe Sea Net
- Automatically search for customs documents and update arrival declarations in cases where non-community goods are not fully covered by the produced customs documents
- Insert actual time of arrival automatically:
- in entry summary declarations (ENS) in ICS (TFE)
- in declarations for temporary storage facility (MIO)
- in express import clearance declarations (FUE/FOE) in the Import system (TFE)
- Automatically create a declaration for temporary storing at border (MIG) in cases where non-community goods are not fully covered by the produced customs documents
- Create and amend MIO (including MIO combined with ENS)
- Create MIO based on an ENS or a transit accompanying document (TAD)
- Create and amend MIG (approved receiver)
- Move goods from a temporary storage facility at the border (MIG) to a temporary storage facility (MIO) or vice versa
- Move goods from a temporary storage facility to another facility (MIO to MIO).
- Cancel MIG or MIO
- Divide MIO
- Discharge MIG or MIO with a standard customs clearance declaration in the Import system (TFE)
- Discharge MIG and MIO after actual departure
- Automatically notify e-Export (TFE) about exit from the Community
